[國小] 教育政策 豈能一言堂

台北縣的英語活化課程在引起教師的反彈和家長的疑慮後,台北縣教育局未循充分
溝通和政策說明的途徑,卻以一紙行政命令發函禁止教師針對活化課程發放問卷文宣,顯
然沒有尊重教育的言論自由,悖離教育的專業自主權。
周縣長曾信誓旦旦強調「給孩子競爭力與快樂的學習童年」,但這種不顧學生興趣
,只為增加英語授課的做法已經違背「適性學習」的教育理念。雖然活化課程有別於傳統
死背、加入了歌唱、跳舞教學,但以台北縣目前的教育資源,所需的英文師資要從哪裡來
?如果沒有完善的師資,活化課程最後可能淪為固定教材、固定教室、固定講授方式的老
模式,美其名是英語活化課程,其實無助於學生循序漸進的學習,因為學習興趣才是學生
能否提升英語能力的關鍵,如果活化課程無法讓學生感到靈活豐富、充滿意義感,則學生
「學英語有什麼用」的反抗情緒勢必加劇,最後導致教育資源的失衡和浪費。
而且加課獨厚英文教學,卻不是自由閱讀和從事運動,就是一種政治理想凌駕教育
,因為英文能力好壞和競爭力、或者上課時數並沒有絕對的關係。單純加課,卻忽略個別
需求,反而可能造成英語程度的落差,如此豈是給孩子快樂的學習童年?活化的意義又何
在?
