[文法] 一段句子 did 用法

請問這一句中 did 代表什麼呢??
2. Athough staff members have some leeway when it comes to daily activities ,
the supervisor determines what tasks get done by ＿＿＿＿＿＿.
A.whom
B.whomever
原本我以為是因為 whomever 不能單獨用所以才選 whom ,
但網路查了 by whomever ... 看起來蠻多結果的= =
所以想請問一下版友，這句話要如何判斷使用 whomever , whom
另外兩個例句
1. Whoever did it was not an amateur.
2. Who did it was not important.
如果要用語意來猜測，感覺會困難重重 :(
