[情報] 公務員考績丙等比率 張哲琛:可以談
(中央社記者葉素萍台北24日電)考試院正研修公務人員考績法,公務員對於考績訂丙等比率意見不一。銓敘部長張哲琛今天指出,訂比率是大原則,但比率高或低,以及是否有其他的彈性,都可以談。
張哲琛晚間接受中央社訪問時指出,考績法修正尚未定案,近期將向考試委員簡報,待獲得共識後,才會將修法草案提報到考試院會。修法草案出了考試院後,還要再送立法院修正通過。
張哲琛表示,很多公務人員對考績法修正有「不安全感」,銓敘部一定會加強與公務人員溝通。就像總統馬英九所說「邊做邊說」,銓敘部一邊修法,一邊會與行政單位、立法委員溝通。
他指出,公務員關切丙等比率,但考績法修法最主要的目的不在於「淘汰」公務員,而在於提升行政效率,未來一定會有健全的輔導機制,不是被打丙等就會失業。有些公務員表現不好,可能是不適應工作或者專業知識不夠,未來也會加強專業能力輔導或調整工作。
張哲琛也強調,考績法修正另一項重點在於增列「優等」,讓表現傑出人員有快速升遷的機會。同時把獎金和績效結合在一起,而不是像現在的齊頭主義方式。
他說,他了解行政單位人事主管很在意丙等訂比率問題,他們的意見會納入修法參考。不過,訂比率是大的原則,至於比率的高或低,或者是否有彈性,修法時都會有通盤檢討。
張哲琛說,考績制度改革要落實,一定要獲得部會首長支持,他會繼續溝通,爭取行政部會首長支持。他甚至願意到行政院報告,讓部會首長了解考績法修正的重點方向與精神所在。981224
